In news: Non-performing assets, restructured loans and written-off assets — collectively called ‘stressed assets’ — have become a major challenge to the country’s banking system. To combat it, the government promulgated the Banking Regulation (Amendment) Ordinance, 2017 on May 4.
It was passed to deal with stressed assets, particularly those in consortium or multiple banking arrangements.
The ordinance enables the Union government to authorise the Reserve Bank of India (RBI) to direct banking companies to resolve the issues related to specific stressed assets, by initiating insolvency resolution process wherever required.

People living with Thalassemia, sickle cell anaemia and other variant haemoglobins can now look forward to better screening and treatment, based on the Union Health and Family Welfare Ministry’s new policy.
The Ministry recently released a policy on the Prevention and Control of haemoglobinopathies in India.
Supported by the National Health Mission, Blood Cell and the Rashtriya Bal Swasthya Karyakram, the guidelines provide for screening of pregnant women during antenatal check-up, pre-marital counselling at college level and one-time screening for variant anaemia in children.
Sickle cell disease and thalassemia are genetic disorders caused by errors in the genes for hemoglobin, a substance composed of a protein ("globin") plus an iron molecule ("heme") that is responsible for carrying oxygen within the red blood cell. These disorders can cause fatigue, jaundice, and episodes of pain ranging from mild to very severe. They are inherited, and usually both parents must pass on an abnormal gene in order for a child to have the disease. When this happens, the resulting diseases are serious and, at times, fatal.

The Bharat Bill Payment System (BBPS) will function as a tiered structure for operating the bill payment system in the country under a single brand image.
National Payments Corporation of India (NPCI) will function as the authorized Bharat Bill Payment Central Unit (BBPCU), which will be responsible for setting business standards, rules and procedures for technical and business requirements for all the participants.
NPCI, as the BBPCU, will also undertake clearing and settlement activities related to transactions routed through BBPS. Existing bill aggregators and banks are envisaged to work as Operating Units to provide an interoperable bill payment system irrespective of which unit has on-boarded a particular biller.
Payments may be made through the BBPS using cash, transfer cheques, and electronic modes.
The BBPCU will not own any transaction financially from a payment system perspective, working only as a medium to connect multiple billers and agents through various Operating Units.
In addition to setting standards and ensuring transaction security for the entire ecosystem, it will also ensure that queries, requests and complaints raised by customers are monitored and resolved on time.
The BBPS will act as an independent brand and is expected to increase the confidence level of the customers with respect to transaction convenience, security, reliability, accessibility and affordability.
